Broadstruck T-I blank?

I know what a broadstrike is but what on earth is a T-I blank?
An ebay item (#40631773153) that just sold for $438.88 (1957 shilling in MS63) and that description is on the slab. A google search found references to T-I and T-II blanks but not what is meant by T-I and T-II. Anyone know what the T or the I stand for? Does T-III or higher exist? 
Is a broadstrike in only MS63 even worth that price considering broadstrikes are scarce but not as scarce as say a flipover double strike or a crescent clip. Is there any way to look up the populations in PCGS of each type/year/denomination of error coins to see how scarce each type is relative to other types/year/denomination.
