Which report are you looking at? I see 995,000 in 2012-2013 and none in 2013-2014.
Anyway, I'm sure someone here has posted about omissions from RAM annual reports before.

I wouldn't be surprised to see 13/14 in the next report. I got my rolls pretty late in the year, well over six months after the mixed bags.

It took them a couple of years to include the 2010 decimal heritage set.
